Dan is a Senior Research Scientist at CARA with experience in the field of evaluation research, report writing, editing, and creating grant-in-aid applications. He came to ISR after a career in judicial administration. At ISR, he has managed a variety of projects locally and statewide, including uniform crime report (UCR) training, process and outcome evaluations, and legislative analysis.

Professional Experience

Mr. Cathey has worked at ISR since 2006. He came to ISR with 25 years of experience at the Second Judicial District Court in Albuquerque. At the Court he held a variety of positions including determining income eligibility of criminal defendants for public defender services; compiling court statistics; supervising various court offices; drafting bill analysis for the court; as well overseeing special projects. Dan was instrumental in writing justification and obtaining funding for the first true adult Drug Court in the state. Since working at ISR, he has worked in several topic areas and performed various job assignments including conducting evaluations, training, analysis, and report writing.

Process and outcome evaluations 

Tasks have included managing all aspects of a process evaluation from initial concept and justification, evaluation design, administration activities, data collection, data analyses, reporting results. Examples of evaluation experience:

Duties have included creating lesson plans, presenting class material, and hands-on software training. Example includes:

  • Uniform Crime Report (UCR) training for the N.M. Department of Public Safety

Legislative analysis 

Reviewed and analyzed numerous legislative bills over the past 25 years. In addition to bill analysis, produced analytical studies and statements on various topics. For example:

  • Possible Reasons For Decline In New Mexico Corrections Department Inmate Population
  • N.M. Department of Public Safety Staffing Study

Reporting results 

The design, layout, and presentation of evaluation projects is oftentimes as important as the research itself. Legislators, managers, and stakeholders seldom have the time to devote to reading a lengthy document no matter how profound the findings. Dan designs and formats reports that are read and understood not set aside or misinterpreted.
